Resource Conservation and Development (RC&D)
RC&D is a unique USDA program which helps people in rural areas plan and
carry out activities that increase conservation of natural resources, supports
economic development and enhances the environment and standard of living in
local communities. They adopt and implement projects that create jobs and
sponsor job training; improve soil quality and reduce soil erosion; promote
tourism; provide environmental education' preserve historical and scenic sites;
and encourage the wise use of water, flood control and improvement in the
quality of local water supplies.
NRCS administers the program by providing a coordinator, office space and
administrative support. Working with local communities and sponsors, NRCS
prepares the application to establish a RC&D area for approval by Congress.
the coordinator helps form a council and provides ongoing support. The
council is composed of local citizens and generally includes county
commissioners, conservation districts, cities, tribes and non-profit
organization. The council develops the by-laws, Articles of Incorporation,
mission, purpose, short and long range plan of work, obtains money and manages
it and involves the communities.
